Eusko Ganberak, the strength of a key partnership in public-private collaboration.

The Basque Chambers of Commerce, Industry, Services and Shipping are public law corporations with a private base that act as entities collaborating with the Public Administrations.
They are regulated under Law 4/2014 of 1 April and Decree 76/2015 of 26 May, and operate under their own legal framework, as well as under the tutelage of the Department of Tourism, Trade and Consumer Affairs of the Basque Government. In 1999, in order to facilitate dialogue with the Basque Government and leverage operational synergies, the Eusko Ganberak alliance was created, whose presidency rotates every two years, with the Chamber of Commerce, Industry and Services of Alava holding the presidency in 2024/2025.
 

What is Eusko Ganberak?

In the Basque Country there are three Chambers of Commerce, one for each Historical Territory, which make up the Eusko Ganberak alliance.

Given the social and economic importance of its objectives, the law provides for the automatic registration of all companies in the census of the Chambers.

They are the most representative business institutions, as all the companies in each Historical Territory form part of them and democratically elect their governing bodies. Eusko Ganberak therefore represents the general interests of these companies and, when appropriate, the sectorial or particular interests that are aligned with these general interests.

Eusko Ganberak has the capacity to act as an intermediary entity between the Public Administration and companies, representing the business community as a whole and not a specific group of companies or businesses. It is also legally empowered to enter into agreements with public administrations.

In an environment where public-private collaboration is key to competitiveness, Eusko Ganberak is the  instrument necessary to manage this cooperation.

  • Internationalisation: Via several various programmes and services, support for the internationalisation of Basque companies with the backing of the International Network of the Chambers of Commerce.
  • Boosting Logistics.
  • Training and Development.
  • Attention to Trade: Support to improve the competitiveness of the sector through Meetings, Workshops, Competitiveness Diagnostics, Trade Internationalization Programs, Digitalization, etc.
  • Entrepreneurship and business transfers (trade and tourism sector).
  • Attention to Employment.
  • Industrial subcontracting.
  • Digitalisation.
  • Sustainability.
  • Support for airport dynamics .
  • Organisation of conferences and meetings on matters of interest to Commerce, Industry, Services and Shipping.
  • Arbitration and Mediation Services (Arbitration Courts in each Chamber).
  • Document management for exports (Processing of Certificates of Origin, ATA Carnets, Certificates of Free Sale, etc.).
  • Preparation of studies on the local economy.
  • Participation in international networks
